Added Running-agent limit: up to 6 workers can be running at the same time, enforced at every path that starts a worker (manual start, Orchestrator restart recovery, and auto-respawn after a crash) - not just when a worker is first created.
Fixed A worker that couldn't be restarted because the running-agent limit was reached now correctly shows as STOPPED with a clear reason, instead of appearing RUNNING with no process actually behind it.
